The Lifeboat by Charlotte Rogan

Grace Winter is 22 years old and both newly wed and newly widowed. A mysterious explosion has damaged the luxury ocean liner that she and her husband Henry are travelling on; Grace survives, finding a spot on an overcrowded lifeboat. Adrift, exposed to the elements, with limited supplies and little hope of rescue, the 39 passengers begin to consider that their best chance for survival might involve the deaths of some of their population.
