Starting up a fashion business takes a lot of process. You have to process a lot of documents such as the ISO registration. Quality controls are being done to make sure that the product used is safe.
Starting up any business can be hard, but the fashion industry is possibly one of the hardest, with the sheer amount of competition out there. It helps if you have a unique product which no body else has or has thought of.
