After the market crash of 1929 and subsequent bear market in 1931 wiped out his mother's savings, Arnold Bernhard, a former analyst with Moody's Investors Service, realized that a standard was needed that would signal when stocks were overvalued and when they were undervalued. So, in 1931 he founded Value Line and became known as the "Dean of Wall Street" for developing this revolutionary approach to security analysis.
