Constable Molly Smith is a beat cop in small-town Trafalgar, British Columbia, where the murder rate is zero. Until now. As In the Shadow of the Glacier opens, the young Constable discovers the body of Reg Montgomery.
The victim had made many enemies by planning to build a luxury resort and opposing the construction of a Commemorative Peace Garden. The community feels that the resort will harm the environment and ruin their peaceful town. Meanwhile, a group led by Molly's mother supports the Peace Garden, which is to honour Vietnam draft dodgers. During the Vietnam War, Trafalgar became a haven for those resisting the war and fleeing the draft. After the war many of these people chose to stay and are current residents. This murder creates a great divide within the town.
While Trafalgar faces this sudden disruption, Molly faces many personal obstacles. Her hippie paren'ts do not approve of her career choice, her friend needs help with a relentless stalker and Molly must prove herself to veteran Detective Sergeant John Winters. Within moments of being pared with the eager rookie, Winters thinks, "Tomorrow he'd ask for a more suitable officer, local or not, to help on this investigation."
To make matters worse, as Molly and Winters begin their investigation, an international news reporter arrives intent on giving the case adverse international media attention.
